TIA-603: A Standard for Land Mobile FM or PM Communications Equipment




TIA-603 is a standard developed by the Telecommunications Industry Association (TIA) that defines the measurement and performance requirements for radio equipment used in the private land mobile services that employ frequency modulation (FM) or phase modulation (PM) for voice or data transmission. The standard covers equipment with a frequency of 1 GHz or less, and it may also be applicable to other services that use similar equipment. The standard was first published in 1987 and has been revised several times, with the latest version being TIA-603-E, approved in March 2016.


Scope and Purpose of TIA-603




The scope of TIA-603 is to provide a common set of technical specifications and test methods for radio equipment that operates in the private land mobile services, such as public safety, special emergency, and industrial radio services. These services are regulated by the Federal Communications Commission (FCC) under Part 90 of its rules, and they are used for various purposes such as dispatch, coordination, emergency response, and remote control. Content and Structure of TIA-603




TIA-603 consists of seven sections and four annexes. The sections are as follows:



  • Section 1: Introduction. This section provides the general information about the standard, such as its scope, purpose, references, definitions, abbreviations, and units.



  • Section 2: General Requirements. This section specifies the general requirements for radio equipment, such as frequency stability, spurious emissions, modulation capability, audio frequency response, duty cycle, environmental conditions, and power supply.



  • Section 3: Transmitter Measurements. This section describes the methods of measurement and performance standards for transmitter parameters, such as output power, frequency deviation, occupied bandwidth, modulation fidelity, adjacent channel power ratio, transmitter attack time, transmitter recovery time, transmitter turn-off time, transmitter turn-on time, transmitter intermodulation attenuation, transmitter noise modulation, transmitter hum and noise level.



  • Section 4: Receiver Measurements. This section describes the methods of measurement and performance standards for receiver parameters, such as sensitivity, selectivity, intermodulation rejection ratio, spurious response rejection ratio, blocking or desensitization rejection ratio, co-channel rejection ratio, adjacent channel selectivity ratio, receiver attack time, receiver recovery time, squelch sensitivity, squelch response time, audio output power, audio distortion, receiver noise modulation, receiver hum and noise level.



  • Section 5: Transceiver Measurements. This section describes the methods of measurement and performance standards for transceiver parameters that are not covered in sections 3 and 4, such as frequency error correction capability, frequency error correction response time, frequency error correction recovery time, frequency error correction hysteresis, talkaround capability, talkaround response time, talkaround recovery time.



  • Section 6: Data Transmission Measurements. This section describes the methods of measurement and performance standards for data transmission parameters, such as data rate, data format, data deviation, data occupied bandwidth, data modulation fidelity, data adjacent channel power ratio, data sensitivity, data selectivity, data intermodulation rejection ratio, data spurious response rejection ratio, data blocking or desensitization rejection ratio, data co-channel rejection ratio, data adjacent channel selectivity ratio.



  • Section 7: Digital Voice Transmission Measurements. This section describes the methods of measurement and performance standards for digital voice transmission parameters, such as digital voice rate, digital voice format, digital voice deviation, digital voice occupied bandwidth, digital voice modulation fidelity, digital voice adjacent channel power ratio, digital voice sensitivity, digital voice selectivity, digital voice intermodulation rejection ratio, digital voice spurious response rejection ratio, digital voice blocking or desensitization rejection ratio, digital voice co-channel rejection ratio, digital voice adjacent channel selectivity ratio, digital voice quality.




The annexes are as follows:



  • Annex A: Test Conditions and Test Equipment. This annex provides the recommended test conditions and test equipment for performing the measurements specified in the standard.



  • Annex B: Measurement Uncertainty. This annex provides the guidelines for estimating the measurement uncertainty associated with the measurements specified in the standard.



  • Annex C: Measurement of Transmitter and Receiver Parameters Using a Spectrum Analyzer. This annex provides the alternative methods of measurement for some transmitter and receiver parameters using a spectrum analyzer instead of a modulation analyzer or a signal analyzer.



  • Annex D: Bibliography. This annex provides a list of informative references that are relevant to the standard.
